ตลาดท่าน้ำฮิมของ
โครงการส่งเสริมการท่องเที่ยวตลาดน้ำริมฝั่งแม่น้ำโขงเสริมสร้างเศรษฐกิจฐานราก ชุมชนชายแดน เทศบาลตำบลเทพวงศา ได้เล็งเห็นความสำคัญของการท่องเที่ยวในรูปแบบใหม่ ภายใต้นโยบายด้านการขับเคลื่อนการพัฒนาเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว ซึ่งโมเดลเศรษฐกิจสู่การพัฒนาที่ยั่งยืนเป็นวาระแห่งชาติ
จึงมีนโยบายส่งเสริมการท่องเที่ยว ส่งเสริมการท่องเที่ยวให้มีการพัฒนาที่ยั่งยืน ประกอบกับเทศบาลตำบลเทพวงศาอำเภอเขมราฐ เป็นชุมชนตามแนวชายแดน โดยมีแม่น้ำโขงเป็นแม่น้ำสายสำคัญไหลผ่าน กั้นเขตแดนระหว่าง 2 ประเทศ ไทย ลาว โดยมีเมืองสองคอน แขวงสะหวันนะเขต ตั้งอยู่ฝั่งตรงข้าม นับเป็นเมืองที่มีทัศนียภาพกลางลำแม่น้ำโขงที่สวยงาม มีสถานที่ท่องเที่ยวสำคัญในพื้นที่คือ แก่งช้างหมอบ เป็นแก่งหินกลางลำแม่น้ำโขง มีความมหัศจรรย์ทางธรรมชาติที่สวยงาม เป็นแก่งน้ำที่สลับกับโขดหิน พร้อมต้นลำแซงที่เกิดขึ้นจากธรรมชาติอย่างมากมาย มีบรรยากาศตามริมฝั่งแม่น้ำโขงที่สดชื่น เย็นสบาย พร้อมรับอากาศบริสุทธิ์ อีกด้วย
นับเป็นโครงการที่ส่งเสริมการท่องเที่ยวทางธรรมชาติ พร้อมทั้งเป็นแหล่งที่สร้างรายได้ สร้างความเข้มแข็งให้กับชุมชน มีอัตตะลักษณ์ของชุมชน คงไว้ซึ่งศิลปะอันงดงามของท้องถิ่น รวมถึงยังเป็นการสร้างกระแสความนิยมให้นักท่องเที่ยวสมัยใหม่ ให้ความสำคัญกับการท่องเที่ยวที่เป็นมิตรกับสิ่งแวดล้อม ซึ่งจะเป็นก้าวย่างที่สำคัญในการช่วยส่งเสริมให้อุตสาหกรรมการท่องเที่ยวเปลี่ยนผ่านไปสู่การท่องเที่ยวอย่างมีความรับผิดชอบต่อสังคมและสิ่งแวดล้อม ซึ่ง เป้าหมายการพัฒนาด้านการท่องเที่ยว ที่คำนึงถึงขีดความสามารถในการรองรับธรรมชาติ ชุมชน ขนบธรรมเนียมประเพณี และวิถีชีวิตที่เกี่ยวกับการท่องเที่ยว เพื่อปกป้อง สงวน รักา และพัฒนาสิ่งเหล่านี้ ให้คนรุ่นหลัง อันเป็นความหมายของ (การท่องเที่ยวอย่างยั่งยืน) ตามนิยามขององค์การท่องเที่ยวโลก

ต้นไม้ คือสิ่งที่อยู่คู่กับธรรมชาติทุกพื้นที่ นอกจากสายน้ำและโขดหินแล้ว ยังมีต้นไม้ขึ้นเป็นระยะๆ ซึ่งอยู่ริมน้ำบ้าง อยู่กลางน้ำบ้าง ซึ่งเป็นภาพที่มองมาแล้วดูน่าสนใจมากทีเดียว นักท่องเที่ยวที่เดินทางไปยังแก่งช้างหมอบ แล้วเดินเข้าไปยังจุดที่เรียกว่าเกาะกลางแก่งช้างหมอบ จะเห็นวิวทิวทัศน์ที่ครบถ้วน ทั้งสายน้ำ ทั้งต้นไม้ ทั้งโขดหิน

บรรยากาศสดชื่น ลมพัดเย็นสบายตลอดเวลา คือสิ่งที่นักท่องเที่ยวทุกคนใฝ่ฝันหา ริมน้ำโขงที่ใครหลายคนไม่เคยรู้มาก่อนว่ามีสถานที่ท่องเที่ยวแบบนี้อยู่ วันนี้ได้รู้แล้ว เมื่อไหร่ที่มีโอกาสได้เดินทางมาที่จังหวัดอุบลราชธานี ถ้าไม่มาที่แก่งช้างหมอบนี้ก็คือว่ามาไม่ถึงอุบล ยิ่งถ้าเป็นช่วงสงกรานต์ คือช่วงฤดูร้อนนั้นจะสนุกมาก เพราะคนจะมาเล่นกันที่นี่เยอะ มีห่วงยางให้เช่าเพื่อเล่นน้ำด้วย นักท่องเที่ยวจะได้เห็นภาพเด็กๆเล่นน้ำกันอย่างสนุกสนาน ส่วนเรื่องความสะดวกสบายนั้นไม่ต้องห่วง มีทั้งสถานที่เพื่อจอดรด มีที่นั่ง มีร้านขายสินค้าขายอาหารมากมาย พร้อมต้อนรับนักท่องเที่ยวทุกคน
เดินทางด้วยรถยนต์ส่วนตัว ออกจากตัวเมืองอุบลราชธานีใช้เวลาประมาณชั่วโมงกว่า เส้นทางไม่ยาก มีป้ายบอกทางตลอด และสำหรับคนกรุงเทพอยากออกเที่ยวต่างจังหวัด ให้เดินทางด้วยรถประจำทางสายอีสาน สามารถลงที่ตัวเมืองอุบลราชธานีได้ และหลังจากนั้นก็ขึ้นรถตู้ต่อมาที่แก่งช้างหมอบ อำเภอเขมราฐ
