โครงการส่งเสริมการท่องเที่ยวตลาดน้ำริมฝั่งแม่น้ำโขงเสริมสร้างเศรษฐกิจฐานราก ชุมชนชายแดน เทศบาลตำบลเทพวงศา ได้เล็งเห็นความสำคัญของการท่องเที่ยวในรูปแบบใหม่ ภายใต้นโยบายด้านการขับเคลื่อนการพัฒนาเศรษฐกิจชีวภาพ เศรษฐกิจหมุนเวียน และเศรษฐกิจสีเขียว ซึ่งโมเดลเศรษฐกิจสู่การพัฒนาที่ยั่งยืนเป็นวาระแห่งชาติ

จึงมีนโยบายส่งเสริมการท่องเที่ยว ส่งเสริมการท่องเที่ยวให้มีการพัฒนาที่ยั่งยืน ประกอบกับเทศบาลตำบลเทพวงศาอำเภอเขมราฐ เป็นชุมชนตามแนวชายแดน โดยมีแม่น้ำโขงเป็นแม่น้ำสายสำคัญไหลผ่าน กั้นเขตแดนระหว่าง 2 ประเทศ ไทย ลาว โดยมีเมืองสองคอน แขวงสะหวันนะเขต ตั้งอยู่ฝั่งตรงข้าม นับเป็นเมืองที่มีทัศนียภาพกลางลำแม่น้ำโขงที่สวยงาม มีสถานที่ท่องเที่ยวสำคัญในพื้นที่คือ แก่งช้างหมอบ เป็นแก่งหินกลางลำแม่น้ำโขง มีความมหัศจรรย์ทางธรรมชาติที่สวยงาม เป็นแก่งน้ำที่สลับกับโขดหิน พร้อมต้นลำแซงที่เกิดขึ้นจากธรรมชาติอย่างมากมาย มีบรรยากาศตามริมฝั่งแม่น้ำโขงที่สดชื่น เย็นสบาย พร้อมรับอากาศบริสุทธิ์ อีกด้วย

เป็นแหล่งน้ำที่อยู่ริมฝั่งแม่น้ำโขง ก็เลยทำให้วิวทิวทัศน์ดีมาก ประกอบกับสายน้ำที่ไหลไปเรื่อยๆ ทำให้นักท่องเที่ยวยืนมองแล้วเพลินไปกับสายน้ำที่อยู่ตรงหน้าได้ สายน้ำที่อยู่ตรงหน้าลดเลี้ยวไปตามโขดหินที่มี ได้ภาพที่สวยงามไปอีกแบบ น้ำสะอาด ไม่ขุ่น เหมาะกับการเที่ยวมาก
